Parliament Monsoon Session 2025: Key Highlights and Legislative Agenda
The Monsoon Session of the Indian Parliament commenced on July 21, 2025. However, the session opened amid chaos as the Lok Sabha was adjourned until 12 PM following a ruckus created by the Opposition over the recent attack in Pahalgam. The atmosphere in both Houses reflected rising political tensions, with key issues such as Operation Sindoor and the ceasefire claims made by former US President Donald Trump poised to dominate discussions in the coming days.
The Monsoon Session is scheduled to span over 32 days, concluding on August 21, 2025. During this period, the Parliament is set to hold a total of 21 sittings. A short break has been planned between August 12 and August 18 to accommodate the Independence Day celebrations. Both Houses will be adjourned on August 12 and are expected to reconvene on Monday, August 18.
A significant legislative agenda is on the table for this session. A total of fifteen bills—seven pending and eight new—are listed for consideration and passage. The seven pending bills awaiting discussion and approval include:
The Manipur Goods and Services Tax (Amendment) Bill, 2025 – which aims to replace an existing ordinance.
The Taxation Laws (Amendment) Bill, 2025.
The Indian Institutes of Management (Amendment) Bill, 2025.
The Jan Vishwas (Amendment of Provisions) Bill, 2025.
The National Sports Governance Bill, 2025.
The National Anti-Doping (Amendment) Bill, 2025.
The Mines and Minerals (Development and Regulation Amendment) Bill, 2025.
In addition, eight new bills are set to be introduced, considered, and passed during this session. These include the Geoheritage Sites and Geo-relics (Preservation and Maintenance) Bill, 2025, which focuses on the protection of India’s geological heritage, and several other reforms across governance, sports, taxation, and education sectors.
Ahead of the session, an all-party meeting was convened on July 20, 2025. This meeting brought together leaders from across the political spectrum to deliberate on the planned proceedings and legislative priorities. One of the outcomes of this dialogue was the Centre’s agreement to hold a debate on Operation Sindoor, a controversial topic that has generated nationwide attention.
However, the government has yet to make a decision on another contentious issue—the Special Intensive Revision (SIR) of electoral rolls in the state of Bihar, which is slated to go to the polls soon. The Opposition has been pressing for a discussion on this matter, citing transparency and fairness in the democratic process.
