On July 30, the Lok Sabha passed a resolution extending President's Rule in Manipur by another six months beyond August 13. The extension, proposed by Minister of State for Home Affairs Nityanand Rai, was justified as necessary to maintain peace and stability in the northeastern state. Rai emphasized that the law and order situation in Manipur has improved significantly since President's Rule was imposed on February 13, and subsequently approved by Parliament on April 2.

Highlighting the improved security situation, Rai pointed out that there has been only one fatality in the last four months and no further casualties since President's Rule began. Rai also reassured the House that all efforts are being made to bridge the gap between the two major ethnic communities in Manipur. According to the rules, any imposition of President's Rule must be ratified by Parliament within two months and is valid for six months at a time. This extension will allow the central government to maintain administrative control and ensure that peace-building initiatives continue uninterrupted.

Speaker Om Birla informed the House that President’s Rule was initially imposed on February 13 and had previously been approved by the Parliament on April 2. The current extension continues its validity for another six months from August 13, reinforcing the government’s intent to stabilize the region before handing it back to an elected administration.

The resolution and subsequent debate in the Lok Sabha reflect the Centre’s broader commitment to restoring normalcy in Manipur, which has witnessed ethnic strife and violence in recent times. The government views President’s Rule not merely as a constitutional provision but as a crucial mechanism to enforce peace, provide effective governance, and create conditions favorable for dialogue and democratic functioning.
