Ex-Peruvian President Jailed Amid Corruption Allegations

A judge in Peru has ordered former President Martin Vizcarra to be held in pre-trial detention for five months due to allegations of bribery during his tenure as governor of the Moquegua region 11 years ago. Judge Jorge Chavez cited Vizcarra as a flight risk during a hearing on Wednesday. The charges against Vizcarra stem from claims that he accepted bribes while serving as governor, marking him as the fifth ex-president to face detention in Peru, a country that has experienced numerous political scandals and crises in recent years. Since 2018, Peru has had six presidents, highlighting the country’s turbulent political landscape.

Vizcarra has denied all charges, claiming that the allegations are politically motivated and constitute a form of persecution. Despite the accusations, he had planned to contest the 2026 presidential election. Earlier in June, a judge had rejected a request to detain him, but the public ministry insisted that Vizcarra posed a flight risk and successfully appealed the decision. His lawyers have indicated that they intend to challenge his detention further through the appeals process.

Peru has a special detention facility in Lima built specifically for former presidents. Currently, three other ex-presidents—Alejandro Toledo, Ollanta Humala, and Pedro Castillo—are held at this facility. Vizcarra, who was investigated and removed from office by Congress in 2020, is expected to join them. Critics of the Peruvian Congress argue that the political body has used vague charges, such as “moral incapacity,” to pursue impeachment and other legal actions against political rivals, suggesting the process is politically motivated rather than based on genuine misconduct.

This specialized facility was initially used to house former President Alberto Fujimori, who was sentenced to 25 years in prison in 2009 for human rights abuses during his authoritarian rule. Fujimori’s imprisonment became a focal point of national controversy, culminating in his controversial pardon in 2023, which defied an order from the Inter-American Court of Human Rights. He later passed away from cancer the following year.

The issue of political accountability in Peru extends beyond presidential corruption. Recent legislation signed by President Dina Boluarte, who assumed office after former President Castillo was imprisoned for attempting to dissolve Congress, grants amnesty to government security personnel and allied groups responsible for human rights abuses during decades-long operations against the Shining Path armed group. Human rights organizations have sharply criticized the amnesty, calling it a form of impunity that undermines justice for serious violations.

Overall, Peru’s political environment has been characterized by instability, frequent changes in leadership, and repeated scandals involving top government officials. The detention of Vizcarra, along with other former presidents, underscores ongoing concerns regarding corruption, political persecution, and the balance of justice in the country.
