Manipur Unveils IDP Portal to Streamline Relief for Displaced Persons

Under President’s Rule, the Manipur state administration has taken a significant step toward streamlining relief services for Internally Displaced Persons (IDPs) by launching a dedicated digital portal management software. This initiative aims to improve the efficiency and coordination of relief operations for thousands of displaced individuals who were affected by ethnic violence that erupted in the state in May 2023.

The new IDP portal is designed to provide secure and centralized digital access to various government services, manage administrative workflows, and disseminate crucial information to displaced persons. The platform features a user-friendly interface and is intended to serve as a comprehensive tool for tracking IDPs, monitoring the distribution of aid, and ensuring access to essential public services.

The platform’s development and implementation were reviewed in a high-level meeting chaired by Governor Ajay Kumar Bhalla at the Raj Bhavan conference hall in Imphal. Present at the meeting were Chief Secretary Prasant Kumar Singh, the Deputy Commissioner of Imphal West, and other senior officials. During the briefing, Chief Secretary Singh highlighted how the portal would support administrative efforts in overseeing IDP-related services and improving transparency and responsiveness in post-conflict rehabilitation.

According to government data, the number of IDPs has decreased from approximately 62,000 to 57,000, as some displaced individuals, particularly from districts like Churachandpur and Kangpokpi, have begun returning to their native homes. The administration expects that the remaining relief camps will be phased out by December 2025, as more people transition back to their communities.

Despite the progress, challenges remain. Many displaced families, especially those from Churachandpur and Moreh, are still unable to return due to ongoing security threats and logistical issues. To address this, the government is planning to construct pre-fabricated houses as a temporary measure for those who cannot yet return to their original homes. These housing units will serve as an interim solution to ensure shelter and safety for affected families until a more permanent resolution is found.

The government has also acknowledged the extensive damage caused by the ethnic violence that began on May 3, 2023. Approximately 8,000 homes were destroyed in the violence, which also claimed the lives of over 260 individuals. To support recovery and rehabilitation, the administration is offering financial assistance of ₹1.3 lakh per affected family. This monetary aid is intended to help families begin rebuilding their homes and facilitate their resettlement.

In summary, the launch of the IDP portal is a key step toward a more transparent and efficient relief framework in Manipur. The initiative reflects the government’s commitment to addressing the humanitarian crisis and providing timely support to displaced individuals. Through digital innovation, administrative coordination, and financial aid, the Manipur administration aims to rebuild lives and restore normalcy in conflict-affected regions of the state.
